    Procurement planning and end user satisfaction a case study of ministry of gender, labour and social development

    The study focused on assessing the relationship between "Procurement Planning and End User satisfaction; a Case Study of Ministry of Gender, Labour and Social Development". This is because Revenue generation is the nucleus and the path to modern development. This study was guided by the following specific objectives to; examine the effect of Needs Identification on End User Satisfaction at the MGLSD, establish the extent to which Procurement Cost Estimation affects End User Satisfaction at the MG LSD, assess the influence of Specification of goods on End User Satisfaction at the MGLSD and recommend possible strategies for realizing effective procurement planning system and interventions for improving end user satisfaction in the public sector. The methodology adopted a case study research design. Data collected and used included both primary and secondary data which was collected by use of self-administered questionnaires among user departments and an interview guide among procurement officers. Questionnaires and statistical data were instruments used for the study. Data was analyzed using SPSS version 21 where findings were presented in both descriptive and inferential analysis format. Descriptive analysis was presented using mean and standard deviation while inferential analysis utilized Karl Pearson correlation co-efficient to establish the relationships that exist between the independent and dependent variables. The findings of the study revealed that needs Identification affected procurement planning (Pearson (r) = .246*). It involved planners at different depa1tments determining the expected and realistic products and services and works. User departments provided cost estimates sheets for all procurements at the ministry to be availed for funding. Therefore procurement planning depends on the cost or budget that influenced end user satisfaction, (Pearson (r) = .276**) sig value P (value) P < 0.05=000). The study has established that quality specification was a vital aspect relating to procurement planning. Constructs that include: the type of item to be procured, financial capacity, procurement method applied and availability of procurement department determined the quality of specification. There was a positive correlation between Specification of goods and End User Satisfaction at the MGLSD, (Pearson (r) = .318**) sig value P (value) P < 0.05=000). The study deduced that, there was lack of proper planning through effective identification of user needs which created avenue of unethical practices in procurement department such as corruption and improper use of resources, excess budget votes. The study results also revealed that there was high staff incompetence within the user depa1tments and POU in coming up with accurate cost estimates and clear specification in the procurement plan. This affected Cost estimation since no planning could not be done without accurate financial estimates. Inadequate planning at the MGLSD procurement activities through establishment of every department need analysis, then cost estimation evaluated against the need to match with available budget threshold was ineffective resulting into low procurement performance. The study recommends MGLSD should be able to provide training to user departments on how to effectively conduct Needs Identification for bids to influence effective and efficient procurement planning. The user depa1tments should develop requisitions with clear specifications for their requirements which should be within quality standard measures. This study seeks to set that further research should be conducted to establish proper ways of procurement planning which must link field activities with the procurement plan, stakeholder analysis, peer review mechanisms and frequent review of previous plans. To examine the performance means used in transforming processes, procedures, and plans to improve customer dissatisfaction.

    Supply chain information management and service delivery in public health sector organizations a case study of national medical stores

    This study intended to examine the relationship between supply chain information management and service delivery efficiency in public health sector organizations. The four objectives of the study were to: examine the relationship between supply chain information processing and service delivery; assess the relationship between supply chain information storage and service delivery; evaluate the relationship between supply chain information flow and service delivery; and lastly, examine the relationship between supply chain information management and service delivery. The researcher employed a descriptive, case study and correlational designs. Using a researcher's made questionnaire, data was collected from a sample of 56 respondents from National Medical Stores (NMS) and 63 respondents from Mulago Hospital and Kisenyi Health Centre IV. Data analysis was done using frequencies, percentages, means, standard Deviation (SD) and the Pearson Correlation Coefficient (PCC) analysis. Findings revealed that, the level of supply chain information storage was highest at average mean of 4.06, followed by the level of supply chain information processing at an average mean of 3.95, and lastly, supply chain information flow at an average mean of 3.91. The overall mean of supply chain information management constructs therefore came to 3.97, interpreted as high. On the other hand, service delivery management indicated an overall mean of 2.94, interpreted as undecided. Of its constructs, quality service delivery management ranked highest at an average mean of 3.81, followed by cost management in service delivery at an average mean of 3.65, and lastly, timely service delivery management at an average mean of 1.94. With this therefore, the relationship between supply chain information management and service delivery was indicated to be positive and significant at (r = 0.244, Sig. = 0.02). This implied that the alternative hypothesis of the study was accepted, and the researcher concluded that efficient supply chain information management positively affects service delivery. It was recommended that; NMS create an environment that encourage health centres and Hospitals to easily make requisitions whenever there is a need of drugs, there is need for more supply chain professionals at NMS to bridge the gap that exist between operations work and prevailing numbers of staff, there is need to invest in Information Communication Technologies (ICT) to boast inter-organizational relationship and information flow between NMS, Hospitals and health centres throughout the country.

    Procurement planning and materials management in public universities in Uganda. A case study of makerere university business school (MUBS)

    The study was about procurement planning and materials management in public universities in Uganda, with the case of MUBS. The study objectives were to: evaluate the effect of procurement plan preparation on materials management at MUBS, assess the effect of procurement plan implementation and materials management at MUBS and finally, to establish the relationship between procurC1ment plan evaluation and materials management at MUBS. The study adopted a case study approach, using cross sectional survey research design and adopted both quantitative and qualitative approaches. Data was collected using questionnaires, interviews and documentary review, from a sample of 140 respondents. The study findings revealed that procurement plan preparation positively affects materials management revealed at 0.622 (62.2%), there is a positive effect of procurement plan implementation on materials management confirmed at 0.500 (50.0%) and there is a positive significant relationship between procurement plan evaluation and materials management at MUBS which was confirmed at Pearson correlation coefficient of0.762**. The study recommended that: Public Universities should issue Standard Procurement Plan formats to all PDUs and budget call circular which requires AOs to prepare Annual Procurement Plans to ensure that the procurement budget is integrated with the approved expenditure programme of the entity; Public universities should also ensure that the core steps of procurement planning are managed exceptionally well, the core procurement planning practices are embedded in all procurement systems, the core departments are carefully involved in procurement planning and finally; The contracts committee should ensure that the tenders submitted are fully compliant with the special conditions outlined in the data sheet and ensuring that the evaluation and ranking of bidders is completed in a fully transparent manner without bias to any one bidder.

    Information system managed inventory and organizational performance. A case study of joint medical stores in Uganda

    In Uganda to date, organizations like the Joint Medical Stores constantly strive to maintain optimum inventory level to be able to meet its requirement and avoid over or under inventory level that can impact the financial figures. The use of information systems in Inventory management is so fundamental since it enhances flexibility and provides competitive advantage due to the ability to respond rapidly to customer requirement. Information system managed inventory such as Enterprise Resource Planning (ERP), Material Distribution Planning (MDP) and Material Requirement Planning (MRP), may improve organizational performance in terms of cost management, efficiency, quality control and quick response. With that effect, the researcher was motivated to carry out a research on information system managed inventory and organizational performance taking a case study of Joint Medical Stores in Uganda. However, there were also other objectives and these included the following; to examine the influence of Enterprise Resource Planning system on the performance of the Joint Medical Store; to establish the effect of Material Requirement Planning information system on the performance of the Joint Medical Store and to assess the influence of Distribution Requirement Planning information system on the performance of the Joint Medical Store. The researcher used questionnaires and interviews to obtain data. Results from the questionnaires and interviews were used to draw frequency and percentage tables on the background of the respondents, peoples' attitudes, opinions, habits, education level among other issues in relation to information system managed inventory and organizational performance. Results of the study showed that the information system also can lead to improved service levels due to better coordination or replenishment orders; Enterprise Resource Planning boosts the planning functions. The study fu1ther found out that there is a significant and positive relationship between information systems managed inventory and organizational performance. The study recommends that, there should be improvement in the information system because it leads to improved service levels due to better coordination or replenishment orders.

    Procurement risk management and contract performance in the public sector a case study of ngora district local government

    Achievement of Stake holders' value in any Organization is a core goal through delivery of maximum service and organizational effectiveness. Therefore recent studies have shown that effectively managing risks can lead to significant savings in resources, timely delivery and improved quality of services and relationships with clients. The purpose of the study was to examine the relationship between Procurement risk management and contract performance in the public sector with Ngora District as a case study. The study was guided by three objectives that is; to examine the risks in the procurement process, establish contract performance indicators and their relationships within the Local Government. This study involved both quantitative and qualitative approaches using a case study design. The data collection instruments used were self-administered questionnaires, observation and the structured interview guide. Data collected was analyzed using Pearson's product moment correlation co efficient to generate regressions and correlation between the variables. The findings revealed several risks like inadequate specifications and showed that contract performance indicators needed to be identified early and communicated to the service providers before contract implementation to enable each party understand their obligations. Further the findings revealed that procurement process risks had a positive significant relationship with contract performance in the public sector. It was thus recommended that if contract performance is to be improved in public sector organizations, policy makers and other stakeholders need to develop a culture of risk management as procurement risks are inherent and appears at each stage in the procurement process. This would ensure streamlined procurement planning backed by a procurement policy and a framework on risk management.

    Reservation schemes and local firm participation in road construction in Uganda: a case of selected road construction firms in Kampala

    Reservation schemes in public procurement are seen as crucial initiatives that most of the governments can use to promote economic growth, protect domestic firms against foreign competition and improve the capacity and competitiveness of specific sectors. This study therefore examines the effect of reservation schemes on local firm participation in road construction projects by specifically focusing on the impact of reservation thresholds and contractual conditions on local firm participation. The study adopted a cross sectional survey design and data was gathered from directors and project managers or legal officers of 37 sampled local construction firms in Kampala using both qualitative and quantitative approaches. Regression analysis was used to examine the effect of reservation schemes on local firm participation. Findings revealed that reservation schemes have a statistically significant effect on local firm participation in road construction projects. It was revealed that both reservation thresholds and contractual conditions have a positive contribution on local firm participation. According to the study's findings, an enhancement in contractual requirements and reservation thresholds promotes local firms to secure more bids and participation in subcontracted road construction projects by 38.5%. As a result, the study recommended that, the PPDA should conduct regular monitoring of the procuring and disposing entities to ensure that the guidelines on reservation schemes are respected whenever there is a high value contract for the construction project. In addition, we recommend that the PPDA should continue to run sensitization programs for all local contractors so that they acquire knowledge concerning the application of reservation schemes. Sub-contracting arrangements should be guided by the nature of firm, geographical setting and size of the firm. Lastly, the study recommends that an effort be taken to address the most challenging factors that hinder local firm participation for instance, there should be timely payments for local firms to enable them meet their internal demands for effective contract execution.     Institutional pressures, top management commitment and social sustainable procurement in Uganda

    This study investigated the mediating role of top management commitment in the relationship between institutional pressures and social sustainable procurement in manufacturing firms in Uganda. A cross-sectional survey and descriptive design survey were used obtain data from 200 out of 458 manufacturing firms selected using simple random sampling. The Partial least square structural equation modeling (PLS-SEM) was used to analyze data using SmartPLS 4.0.9.0. The findings revealed that all study variables institutional pressures, top management commitment and social sustainable procurement have a significant positive association. Further results show that top management commitment partially mediates the relationship between institutional pressures and social sustainable procurement within manufacturing firms with a variance accounted for (VAF) of 23%. We therefore conclude that institutional pressure directly relates with social sustainable procurement as well as top management commitment so institutional pressures alone can cause the manufacturing firm to adapt social sustainable procurement but also top management commitment is also necessary. We recommend that manufacturing firms comply with institutional pressures in their bid to implement social sustainable procurement and this achieved by adhering to suppliers' operational processes, incorporating particular practices/activities utilized by external suppliers in our procurement methods, and making sure we satisfy customer requests to prevent them from terminating contracts. We also recommend top management commitment is necessary in the bid to implement social sustainable procurement and this is achieved by engaging in supply chain partnering.

    Information technology capabilities in the supply chain and organisational performance in Ugandan dairy industry. A case study of brookside Limited Uganda

    The purpose of the study was to examine the association between information technology capabilities in the supply chain and its individual constructs (IT infrastructure, information flow management and IT personnel capability) and organizational performance at Brookside dairy limited in Uganda. “The study focused on organizational performance in terms of operational performance. A cross-sectional survey and descriptive design survey were used to obtain data from 169 out of 300 respondents selected using simple random sampling and purposive sampling”. The study found out that information technology capabilities is positively and significantly related with organizational performance. Additionally, information flow management and IT infrastructure were found to be positively and significantly related with organizational performance expect for IT personnel capability. “As a result, we draw the conclusion that IT capabilities are related to operational performance, and Brookside Ltd. must create initiatives to advance IT capabilities”. This may be done by leveraging IT infrastructure, information flow management, and IT personnel capabilities. “We recommend management of Brookside limited should procure adequate IT hardware and software infrastructure to enable staff operate electronically”. We also recommend the management of Brookside should put in place communication mechanism linked to market information so that the organization makes use of real data when making production decision.

    Procurement planning and service delivery in public sector organizations a case study of directorate of public prosecutions

    Developing countries like Uganda have been awakened on the importance of effective management of the public procurement process at both central and local government levels, and its subsequent contribution to improved governance of the public sector. Despite this importance, very limited scientific research has been done to examine the relationship between procurement planning and service delivery in public sector organizations with a case of the Directorate of Public prosecutions. To that effect, the researcher was motivated to carry out a research on the role of procurement planning on service delivery in public sector organizations. However, there were also other objectives and these included the following; to evaluate the extent to which procurement planning process influence service delivery in public sector organization; assess the influence of budgeting on service delivery in public sector organizations and to examine the relationship between work plan and service delivery in public sector organizations. A case study design was used and both quantitative and qualitative data was used. A sample of 30 respondents was used. Both primary and secondary sources were used. The researcher used questionnaires and interviews to obtain data. Results from the questionnaires and interviews were used to draw frequency and percentage tables on the background of the respondents, peoples' attitudes, opinions, habits, education level and social issues in relation to procurement planning and service delivery by the Directorate of Public Prosecutions. The data was analyzed by SSPS version 20. The study found out that there is a significant positive relationship between procurement planning and service delivery by the Directorate of Public Prosecutions. Further more, the study also found that there are various challenges faced by the Directorate of Public Prosecutions and these include the following; over and under stated planning, legal and political environmental factors, social and economic environment forces. The study recommends the government of Uganda to put 111 more funds to suit the budget of the Directorate of Public Prosecutions, procurement processes should be carried on time, appropriate budgeting estimations should be encouraged and work plan should minimize chances for ambiguities.

    Logistics management system and service quality for dry food ration in Uganda police force

    The purpose of the study was to assess the relationship between logistics management system and service quality for dry food ration in Uganda Police Force. The objectives of the study where to examine the relationship between logistics services, inventory management, logistics communication and service quality for dry food ration at Uganda Police. The study used a cross sectional research design using both quantitative and qualitative approaches. Data was collected from a sample of 80 logistics team comprising of logistics, stores and receiving committees. The study found that the prevailing transport, storage and distribution services adversely affected the timeliness, availability and condition of dry food rations at UPF. It was also found that the use of fixed order quantity in inventory management constrained the timeliness, availability and condition of dry food rations in UPF. The study also found that although internal communication was good, the failure to use modem ICT adversely affected LSQ in the UPF. The study concluded that dry food rations service quality significantly depends on logistics services of transport, storage and last mile distribution. It was also concluded that dry food rations service quality significantly depends on appropriate consideration of inventory system and replenishment methods. The study concluded that LSQ in UPF depends on internal communication and use of modern ICT. To enhance the timeliness, availability and condition of dry food rations in the UPF the study recommends that the management of UPF should increase on the logistics budget to enable it acquire a dedicated fleet and construction of stores. Management should also develop multiple inventory system which provide for JIT inventory supply quick response, efficient customer response, continuous replenishment and vendor managed inventory methods. The management of UPF should use EDI, radio frequency, internet and website for online communication.

    The effect of internal stakeholder management on procurement performance in statutory authorities. A case of national forestry authority.

    The main purpose of the study was to examine the influence of Internal Stakeholder management onto Procurement performance in NFA with three specific objectives which included examining the effect of Internal Stakeholder Involvement, Communication and Separation of roles on the Procurement Performance of NFA respectively. Using a case study design, data was collected using two methods; a self administered Open ended questionnaire which was designed and administered to a sample of 155 staff of NF A from different units and departments out of which 132 questionnaires were returned showing an 85.2% response rate and Interviews on three senior management staff. Validation and reliability tests to were performed on the data and found out that the data was both valid and reliable for analysis. Both descriptive and inferential statistics were run to analyze the data where a Pearson correlation analysis under inferential statistics was used to answer the specific objectives and also went ahead to check the extent to which the independent variables explained procurement performance using the adjusted R-squared from regression. The findings revealed that; there was a positive significant effect of Internal Stakeholder Involvement on procurement performance with the effect being stronger on Quality of goods and services (0.658) as compared to Timeliness (0.623) and Compliance (0.555) and that Internal Stakeholder Involvement also accounted for a greater proportion of over 42.9% changes in Quality of goods and services, there was a positive significant effect of Communication on Procurement performance with the effect being stronger on quality of goods and services (0.595) as compared to Timeliness (0.574) and compliance (0.544) and that Communication accounts for a greater proportion of over 34.9% changes in Timeliness and there was a significant positive effect of Separation of roles on procurement performance with the effect being stronger on Timeliness (0.748) and that Separation of roles accounts for a greater proportion of over 55.6% changes in Timeliness. From the findings, the researcher recommends that for NFA to improve on its procurement performance, there is need for it to take a critical review through including its internal stakeholder in all the procurement cycle stages, improve on Communication and should Separate the roles of its employees.

    Packaging innovation and sales turnover in soft drinks industries in uganda;,a case of harris international (u) ltd.

    The major purpose of the study was to determine the relationship between Packaging Innovation and Sales turnover of Harris international (U) ltd. This study was based on research objectives which were stated as, to determine the relationship between packaging innovation and revenues at Harris International (U) Limited, to assess the relationship between packaging innovation and total units of stock sold at Harris International (U) Limited, to determine the ways of improving and sustaining modern packaging i1movation to improve sales turnover at Harris International (U) Ltd. The study used a cross-sectional research design with both quantitative and qualitative approaches. A correlation analysis was used to test the relationship between Packaging Innovation and Sales turnover. A total of 106 questionnaires were distributed to Employee of Harris international (U) ltd under various departments but by the end of the exercise only l 00 questionnaires were collected posing a response rate of 94.3% and non-response of 5.6%. Data analysis involved the use of both descriptive and inferential statistics in the Statistical Package for Social Scientists (SPSS). Here the researcher used questionnaires and interviews to generate data. A str011g positive relationship between Packaging Innovation and revenues of Harris international was witnessed at r=0.703 which was significant at 0.000<0.05. The adjusted R square value of 0.491 was also witnessed; that packaging innovation contributes 49.l % in influencing revenues of Harris International (U) Limited. This meant that 50. 9% of revenues of Harris International (U) Limited are influenced by other factors. Also a very strong positive relationship between Packaging Innovation and Total units of goods sold by Harris international was realized at r=0.802 which was significant at 0.000<0.05. The adjusted R square value of 0.646 was found out this meant that packaging innovation contributes 64.2 % in influencing total units of goods sold by Harris International (U) Limited and 35.8% of revenues of Harris International (U) Limited is influenced by other factors. The study recommends that Harris international (U) ltd should; monitor and analyze the market trends and developments globally, regionally and nationally, and understand supply-side and demand trends, detailed segmentation of international and local products, and historic volumes in units and filled volumes.

    Freight forwarding outsourcing and supply chain efficiency in Uganda: a case study of Mukwano Industries Ltd.

    In support of modern supply chain management approaches, organizations world over are rapidly outsourcing their non-core functions in order to drive sustainable competitive advantage and supply chain efficiency. In Uganda, firms have hurriedly outsourced their freight forwarding function to third parties in the hope of realizing substantial cost savings, improved service levels and competitive advantage, since freight forwarding costs in Uganda significantly account for up to 40% of the value of imports and 7 5% of the value of exports. Much as various literature sources applaud outsourcing, current studies have demonstrated high failure rates on the global and local scene! This study therefore questions whether the hype of firms in Uganda to quickly outsource freight forwarding on the promise of realizing cost savings, improved service quality and delivery precision alone is justified, that is whether freight forwarding outsourcing influences supply chain efficiency, and to what extent it does. A case study design, incorporating questionnaires and interviews, was used to test the variables, wherein 37 samples were drawn, and results analyzed using correlation and regression tools to examine the influence of freight forwarding outsourcing on supply chain efficiency, and the extent to which decision-making, planning and administration influence supply chain efficiency. A 0.731 and 0.822 correlation coefficients were registered against planning and administration respectively, while administration registered the highest significant Beta coefficient of 0.944. It was established from the above that, contrary to expectation, freight forwarding outsourcing may not necessarily result in supply chain efficiency, owing to supplier profit margins, supplier deficiencies in the human resource composition, supplier non-compliance issues, non-aligned working culture and lack of collaboration in the outsourcing relationship. In conclusion, I recommend that outsourcing initiatives should emphasize outsourcing decision-making and planning with a strategic dimension, foster collaboration and win-win approaches in establishing and sustaining outsourcing relationships and putting more emphasis on the administration of the outsourcing relationship, while keeping the human resource factor in mind.

    Contract management and service delivery in Public sector: a case of Uganda electricity transmission company

    Contract management has become a core competency critical to an organization's competitive advantage. Recent studies had shown that organizations with established and mature contract management practices are able to generate millions of dollars in additional savings and have a competitive advantage over their competitors. This study looked at the impact of contract management on service delivery in public sector with a case study of Uganda Electricity Transmission Company (UETCL). Specifically the study reviewed contract management practices and how they influence the service delivery of public organizations. The researcher adapted a case study design using both qualitative and quantitative methods. The data was generated from questionnaires, interviews and review of available documents in line with contract management and service delivery. Data collected was analyzed using Pearson product moment correlation coefficient (PMCC) to make conclusions. The findings of the study indicated that the contract management practices that is contract mobilization, contract monitoring, performance management and contract completion were effectively managed in UETCL. The service levels were in place and finally it was established that contract monitoring and performance management had a positive significant relationship on service delivery. It was recommended that if service delivery is to be improved in public sector organizations, the policy makers and other stake holders should enhance the contract management practices through data collection systems to create access to contract information and clear benchmarks to check supplier performance based on contract terms. This can be achieved through establishing a performance management framework that would provide a contract management framework with agreed targets for the providers to meet.

    Contract management and service delivery in Uganda national bureau of standards

    The purpose of this study was to examine the influence of Contract management on Service delivery in UNBS. A self-administered Opened ended questionnaire was designed and was administered to a sample of 152 staff of UNBS from different regional offices however, out of the 152, 140 questionnaires were returned showing a 92.1% response rate. The study involved one of each variable; the independent, moderating and dependent variable. The independent variable; contract management measured in the aspects of contract monitoring, the level of stakeholder involvement and records management. The moderating variable; Corruption was measured using respondents opinions on practices viewed to subject unethical influence outside the procurement process. The dependent variable; service delivery was measured using the timeliness. The items capturing the constructs and consequently the variables were tagged to a five point likert ordinal scale which ranged from; Strongly Disagree to Strongly Agree which points were coded one to five . That is 5 for Strongly Agree, 4 for Agree, 3 for Not Sure, 2 for Strongly Disagree and 1 for Strongly Disagree. A factor structure of contract management carried out showed stakeholder involvement as the most impot1ant factor followed by contract monitoring and lastly records management. A correlation analysis indicted a significant positive relationship between contract management and service delivery (r=0.354, p=0.01). Regression showed that contract management had a significant positive effect on service delivery of (Beta=0.4 78, P<0.1 ). The predictive power of contract management on service delivery was found to be 11.90% (Adjusted R Square=0.119). Descriptive statics were used for other factors that influence Service Delivery as well as recommendations for service delivery improvements. The other factors that influenced service delivery were established and Recommendations for service delivery improvements recommended. While the moderating variable test of corruption indicated no effect on the relationship between contract management and service delivery. In conclusion, the results obtained support the hypothesis that contract management has a positive effect on service delivery.

    Tactical procurement management and service delivery in local governments of Uganda a case of Nebbi district local government

    The Public procurement in Uganda and the rest of the world is increasingly coming under pressure to go beyond the implementation of policies and procedures and to produce results in service delivery. However in Uganda despite the availability of institutional frame work and policies, there have been some challenges in the management of tactical procurement to yield the expected results. This study was conducted to examine the influence of tactical procurement process, competence of stake holders and strategic interventions in tactical procurement in Nebbi District Local Government. Structured questionnaires were developed and administered to a sample size of 84 public procurement stakeholders in Nebbi District. The data was analysed and interpreted using mean, standard deviation, percentages, frequency tables, and regression analysis. The study revealed that competence of procurement management stakeholders has great influence on service delivery in Nebbi District. It was noted that most of the stakeholders still have procurement knowledge gaps hence affecting service delivery in the District. The findings further revealed that tactical procurement process and strategic interventions statistically have insignificant influence on service delivery in this study. It was concluded that tactical procurement management can positively influence service delivery in the District, and it ,.,. ,, ~ recommended that the District should put more resources in building capacities of the stakeholders.

    Framework contracts management and procurement performance of higher institutions of learning: A case study of Makerere university business school

    The sought to examine the effect of framework contract management on procurement performance in Institutions of Higher learning and this study was carried out at MUBS.The objectives of the study were to; establish the extent to which planning for call-off orders affects procurement performance, examine how implementation of framework contracts influences procurement performance, assess the effect of framework contracts monitoring and evaluation on procurement performance at MUBS. A detailed review of literature on framework contracts and procurement performance was done. A case study research design was adopted for this study. 65 respondents were selected using stratified and purposive sampling techniques from Management and Staff of MUBS and participated in the study. These were contacted by use of questionnaires and interview guides. Data was analyzed using descriptive statistics and presented by use of tables, graphs and descriptive statements. Findings revealed that framework contracts involve pre-framework phase of Identify the needs, preparing bid documents, advertising, issuing receiving and opening bids, bid evaluations and awarding the contract to the selected supplier (s). The relationship between call off order planning and procurement performance of MUBS is statistically significant since .000 is less than 0.05(95% confidence level). Procurement Performance (Pearson (r) = .4 76**) sig value P(value) P = 0.021 being less than 0.05=000, N is the sample size (61).While implementation of framework contracts was influenced by funding, terms and conditions in the special conditions of the contract, Top management decisions, skills and competencies of contract managers, costs involved and records related to the contract execution. The results in table 4.12 show that there is a positive relationship between contracts implementation and procurement performance of Makerere University Business School because the two variables are moving in the same direction (Pearson (r) = .576**) sig value P (value) P < 0.05=000, N is the sample size (61) with a sig value .000 meaning that there is a relationship between contracts implementation and procurement performance of Makerere University Business School. To a large extent the procurement performance was still low at MUBS and faced by human resource factors, social, managerial, planning, technology and political factors and the level of funding provided to the institution. there is an effect on Framework Contracts monitoring on Procurement performance of MUBS (r = .68; p = 0.00 < 0.05). The study results therefore show that the Framework Contracts monitoring has a positive effect on Procurement performance though the effect is not significant. Since the Pearson correlation coefficient 0.68 is significant at 0.000 being less than 0.05(alpha level). Basing on the study results obtained using ANOV A, the study concludes that framework contracts greatly influence procurement performance, among other factors. Recommendations of the study included the need for organizations to train staff appointed as framework contract managers, have a procurement manual to refer to when implementing framework contracts, seek accreditation for use of direct procurements in acquiring air ticket services, kitchen & dinning services and small businesses can instead subcontract, MUBS may increase the range of items to be acquired under framework. Also enhance and support procurement research related to framework contract and minimize undue political influence which was affecting procurement performance.

    This research report aimed at examining the extent or horizontal cooperative purchasing performance in the procuring and disposing entities in the forces in Uganda with specific reference to Uganda Police Force and Uganda Prisons Service. In this regard , the specific objectives were to establish the status and form of collaboration between the two entities. identify the benefits of collaboration, examine the relationship between horizontal collaboration and performance of procurement and disposal entities, and how horizontal cooperative purchasing can be improved . Considering the methodology, available literature on horizontal cooperative purchasing has been covered to extract the most plausible information and data related to collaborative purchasing on how it contributes to creating value, while putting into account the performance metrics of cost management, timely delivery, quality management and accountability. However. the above metrics in the study revealed that they could be used as a way forward to act as avenues of improving horizontal cooperative purchasing in the public sector. The findings of the study reveal that there is collaborative purchasing between the two entities especially in terms of preliminary stages of the purchasing process including but not limited to information seeking about the prices and technical specifications or identical items required by the entities. Informal collaborations are prevalent from simple collaborative activities thus requiring minimum level of collaboration that is more short term in nature and simpler in its purpose. The study recommends that to advance public sector se rv1cc delivery and reach long term solutions, collaborative activity needs to be appreciably more strategic in its approach to assure intentional, systematic exclusionary collaboration as its administrators wrestle to achieve the best outcomes.

    Enterprise resource planning (ERP) system and supply chain performance a case study of joint medical stores

    The purpose of the study was to examine the effect of Enterprise Resource Planning (ERP) Systems and Supply Chain Performance using JMS as the case study. Specifically the study undertook to examine the effect of Enterprise Resource Planning system configuration, implementation and evaluation on supply chain performance at Joint Medical Stores. The study used a case study design adopting qualitative and quantitative approaches. Data was collected from a sample of JMS staff who were pharmacists, PDU, warehouse, customer care and logistics staff. The study found a positive significant relationship between ERP and supply chain performance and it was the most significant predictor of the variance in supply chain performance. The study found a positive significant relationship between ERP system implementation and supply chain performance at JMS implying that ERP system implementation positively affect supply chain performance especially where the staff use the system to complete reliable upstream supply chain data, distribution process management, retail and e-commerce as well as for back office activities and it was the second most significant predictor of the variance in supply chain performance at JMS. There was no significant relationship between ERP system evaluation and supply chain performance. To enhance medical supply chain performance, the management of JMS and related firms should Task the ERP developer/vendor to adequately identify user needs and configure the ERP software to support upstream supply chain undertakings, and distribution process management activities at JMS; task the Vendor to strengthen the ERP system reliability to provide consistent, real time and up to date data on medical supplies; recruit more ERP specialists to offer internal technical expertise for promptly trouble shooting ERP system failures.

    Factors affecting implementation of reservation schemes and access to public procurement by small and medium enterprises in Uganda. a case study of kampala capital city authority

    The overall aim of the study was to assess the factors affecting the implementation of Reservation Schemes in relation with access to public procurement contracts by prequalified SMEs in Kampala Capital City Authority (KCCA), Uganda. The study was directed by these objectives: to examine the effect of professionalism in public procurement management, execution of procurement procedures, stakeholder training and access to information in relation with access to public procurement contracts by SMEs in KCCA. A case study research design was borrowed. It mainly engaged a quantitative approach including a qualitative approach. The population study comprised of 140 accomplices including Accounting Officer, User Departments and Evaluation Committees, Procurement and Disposal Unit Officers, Contracts Committee members and prequalified SMEs from which 97 respondents sample size was determined using Krejice and Morgan statistical table (1970). Simple and purposive sampling techniques were utilized in the study. The Quantitative data analysis largely entailed the descriptive statistics (mean, percentages and standard deviation) and inferential statistics (linear regression analysis and Pearson correlation coefficient). Content analysis was used to analyze qualitative data. Findings revealed that there was a significant and positive effect of professionalism in procurement management on access to public procurement contracts by prequalified SMEs (β=0.391, P-value<0.05). Secondly, there was a significant and positive effect of execution of procurement procedures on access to public procurement contracts by prequalified SMEs (β=0.496, P-value<0.05) and this proved to be the strongest predictor among the all the constructs included in the study. Thirdly, there was a significant and positive effect of stakeholder training on access to public procurement contracts by prequalified SMEs (β=0.450, P value< 0.05). Lastly, findings indicated that access to information had a positive and significant effect on access to public procurement contracts by prequalified SMEs (β=0.308, P-value<0.05). It was concluded that effective professionalism in public procurement management, execution of procurement procedures, Stakeholder training, and access to information are so important in enhancing access to public procurement contracts by SMEs in KCCA. Thus, it is recommended that there is a need for PDU officials at KCCA to demonstrate a high level of non-discrimination by promoting transparency in what is being done in the process of contracting out services to SMEs. Secondly, a primary decision needs to be always reached on what measures are applicable for the kind of acquisition involved and its value. Thirdly, PDU staff are able to make full use of the likelihood to accomplish framework agreements with a number of economic operators and to organize simple competitions for entities to the framework agreement as actual procurement needs arises. There is a need to ensure that payments are not postponed until the end of the year. This will enable failure of SMEs to meet payment deadlines. More so, use of electronic payment systems should be emphasized or promoted for easy payments. There is a need for PDU to ensure that payments are suspended with a valid reason and need for an independent public procurement training done for PDU staff at KCCA annually. Lastly, there is a need for Procurement and Disposal Unit Officers at KCCA to be trained in reservation scheme handling.
