dc.description.abstractThis study investigated the relationship between District Local Government support and Universal Secondary Education programme implementation in Mukono District. The study specifically sought to establish the role played by District Local Government in the implementation of Universal Secondary Education programme, with regards to monitoring, regular inspection and evaluation. The objectives of the study were: (1) To evaluate the relationship between effective monitoring and the implementation of Universal Secondary Education Programme; (2) To assess the relationship between regular inspection and the implementation of Universal Secondary Education programme; (3) To examine the relationship between effective evaluation and the implementation of Universal Secondary Education Programme in Mukono District. The study employed a descriptive cross section design which was based on questionnaires and interviews as instruments of data collection. Data was collected from the district offices, and from five schools, which were randomly selected to represent governmentaided and private schools. Teachers, Parents and head teachers in these schools responded to questionnaires. District officials and other leaders were also interviewed. The findings show that there is a positive and significant relationship of (0 .032) between District Local Government support and Universal Secondary Education implementation with an R-value of 0.44. This implies that District Local Government support influences Universal Secondary Education implementation by 44%. Subsequently, the study recommends that education policy makers in Sub-Saharan Africa should consider to effectively involve District Local Government Officials and leaders in the policy making process.
