dc.description.abstractThis study examined the relationship between performance contracting and head teacher performance in UPE schools in Kamuli district. The study specifically explored the relationship between goal-setting, supervision and performance appraisal on the performance of head teachers. A case study research design was used in the study. A total of 77 respondents, including 5 key informants and 72 head teachers, participated in the study. Primary data was obtained using a questionnaire and a structured interview guide. Data was analysed using descriptive and inferential quantitative as well as qualitative methods .The findings revealed that Performance contracting can improve the performance of head teachers in UPE schools. Goal setting, supervision and performance appraisal are important instruments in attaining and sustaining improved performance of UPE schools in Uganda. Goal setting enables head teachers to stay focused on performance improvement, reduce laziness, direct attention and action to important activities and develop persistence and consistence. The study also revealed that supervision of head teachers enables them place emphasis on good results, learn to strive for excellence rather than fearing to make mistakes, and, consistently improve the schools' performance. The study further revealed that performance appraisal of head teachers enables them to know performance targets as it clarifies activities by setting clear performance objectives. Therefore performance contracting which was formerly in the realm of profit making business can be useful in enhancing the performance of public servants who head public education institutions. The researcher recommended that performance contracting be implemented more seriously in all primary schools and other education institutions that are funded by the tax payers' money. This can increase effective use of public resources invested in the education sector.en_US
