This study was conducted to investigate secondary school Co-curricular policy and participation in National Music, Dance and Drama festivals in Kamuli district. The study sought to address the following objectives; to find out the constraints of Secondary School Co-curricular policy implementation in MDD festivals, to find out the roles played by different stakeholders towards School participation in Co-curricular activities, specifically in Music, Dance and Drama and to identify possible strategic measures for improving effective participation of Schools in Music festivals. The study used a descriptive cross sectional survey research design. Both qualitative and quantitative techniques were employed in the data collection process, analysis, presentation and discussion of findings. Data was collected from 26 secondary schools which were selected using stratified sampling. In these schools, semi structured questionnaires were administered to 10 Head teachers, 26 Music Teachers and 78 Students. Interviews were also administered to 16 Head teachers, the District Education Officer and the Inspector of schools. Both Qualitative and quantitative data were analyzed using descriptive statistics, regression analysis and ANOVA. A total sample size of 132 respondents participated in this study. From the study findings, it was discovered that Secondary Schools had been constrained by inadequate funds that made it hard for schools to provide adequate music facilitation, there was inadequate qualified skilled Music Teachers in Schools, There was negligence and less interest by some school managers/head teachers towards MDD, Schools allocated inadequate time for Music, dance and drama. Stake holders tried their best on playing different roles towards school participation in MDD festivals but couldn't do much because of less facilitation. The study recommends that MOESTS should plan and increase on school funding to specifically cater for MDD, recruit more professional Music Teachers in all Schools, allocate adequate time on the official school time table for MDD practice, sensitize/ have awareness programs for Schools and general public on MDD, Effective School monitoring and supervision to facilitate MDD learning. Government should as well put in place more policies so as to put more emphasis to Students' talents development. Schools should provide learners with enough music equipment, text books and to improve on the working conditions of their Teachers as a way of reducing on the rate at which Schools fail to participate in MDD festivals.en_US
