The East African region is undergoing rapid growth in all segments including demographic, socioeconomic, industrial, infrastructural and others. The exploration and mining of minerals and fossil fuels coupled with ongoing industrialization in the region requires more professional environmental scientists to address environmental issues, challenges and oversites in planning.
The unprecedented growth exerts pressure and immeasurable demand on the natural resources with consequential resource degradation, contamination, pollution and overexploitation which requires urgent and continuous interventions of skilled graduate experts within environmental science. The program of Master of Science in Environmental Science is a new postgraduate degree programme in the Department of Environmental Science, Faculty of Science, Kyambogo University. The programme aspires to train world leaders in environmental sector, as it aims to attract top performing and ambitious graduates in the country, East Africa and beyond. Upon completion of this programme the students will knowledgeably innovate solutions to complex environmental issues in tandem with the changing times. Furthermore, the students will be capable of undertaking innovations and technologies that would support environmental formulation, implementation and reviews that will be research-based demonstrating knowledge, practical skills and high level of competencies that will be proportionate with emerging environmental challenges and issues. The trained graduates will offer skilled human resource and expertise in the environmental sector in various local and international organizations, both public and private such as ministries, non-governmental organizations and private sector. Career prospects for graduates both in East Africa and abroad include the manufacturing and production industry, environmental management jobs, research institutions, environmental consultancy firms, universities and institutions of higher learning.

The University has reviewed its governance structure and increased its focus on research by devoting more funds to research and building research capacity of its staff. In improving its first focus area (Teaching and Learning), one area that has engaged the attention of Management is the recruitment and promotion of quality Academic Staff from the lowest position to Professor. “The quality of Academic staff is key to the quality of a University ...Universities are supposed to be centres of research, academic excellence, scholarship, knowledge generation and publications. Institutional auditors shall assess the quality of research and knowledge creation of a given Institution” (NCHE Quality Assurance Framework for Universities, 2014, p16-17).

Management of finances and other resources is fundamental to the success of teaching and research programs in Kyambogo University. The approval of this Policy Manual by the University Council is, therefore, a central step towards good financial management and the achievement of the above core programs.
Kyambogo University will continue to make use of the available financial and other resources, to take lead into innovative teaching and research that has historically enabled our graduates excel at employers' premises.This financial management manual will, therefore, be instrumental in guiding the University Council, Management, staff and the Guild to manage programs and projects
aimed at developing Kyambogo University. It provides for the roles, mandate and responsibilities of the various University organs and stakeholders in the various financial management functions. Efficient management of those functions will be a key input into
the modeling of the kind of graduate desired by the labor, production and entrepreneurship world. I wish to congratulate the University Council, Management, Staff and Students for the effort in the production of this very important policy. I wish to encourage all the University
stakeholders to read, uphold, protect, implement and comply with this Policy Manual in
order to strengthen financial management system in the University.
